Kotzebue does the work of a city here without being one. It is the seat of the Northwest Arctic Borough, it holds the health center and the elder home, and it is where most orders into the borough are addressed. The other four towns are villages of a few hundred people each, and for them the village name on the order is the single most important line, because a ZIP code out here can cover more ground than some states do.
The seat is Kotzebue, AK, which uses 99752 and holds most of the 7,134 people in the borough. Buckland takes 99727 and Noorvik 99763, both inland. Timing beats size for a service. A modest arrangement standing in the room when people arrive does its job; a larger one that turns up afterwards does not.
